Good Morning Seed Enterprises,
If you are using Access 2013 in order to make an .mdb file goto; File Option \ General \ Creating Databases \ Default file format for blank database = 2002 - 2003 and New Database sort order, General Legacy. You may also need to change; File Options \ Client Settings \ Advanced \ Encryption Method = Use Legacy Encryption (good for reverse compatibility and Multi-User databases).

If you referred to Access VBA Modules then where do your store these Modules WITHOUT an Access database file (MDB or ACCDB file extension)?
If you are new to Microsoft Access, you may need to read an introductory book, at least the first few chapters so that you can phrase your questions to be meaningful to potential respondents so that they can help you...

What kind of file is the database you mentioned in "my database"? What is the file extension of the file?
Please explain why you need to create a (new) database file with file extension MDB while you are currently working with your existing database?

<<MDB is the old file format and ACCDB is new file format that only works with Access 2007 and later. Thus, if you want to convert an existing MDB file to an ACCDB file, it is not a reverse action. If you use Access 2007 and later, there in a command to do the conversion of an existing MDB to ACCDB format in the Ribbon or Office Button.

Your question makes no sense. Modules are automatically included when you create a database. So lets start over:
- What version of Access are you using?
- Describe what steps you are going through to create the .mdb file?

I think you mean this:
Can I run an A2007 database using A2003? Answer is: No
Can I run an A2003 database using A2007? Answer is: Yes
In general upwards compatibility Yes, downwards compatibility No.
A97 databases should first be converted to A2000/A2003 file format.
